Yes, you still need to take a passport photo taken in photo shop for your driving licence.

The following documents and payment are required when renewing your driving licence
  • Your Singapore QDL
  • Valid work permit/employment pass/ student pass/dependant pass, and/or other documents showing your extended stay in Singapore.
  • A matt/semi-matt finish passport-size colour photograph with white background
  • The fee payable for renewal of driving licence is of $50 (Cashcard, Credit Card or NETS Only)


Classes of driving licence that may be converted

Foreign licence conversion is only granted for class 2B and class 3 qualified driving licences. Learner driving licence may not be converted.

Those who wish to obtain a class 4 and/or class 5 licence need to go through training and a prescribed practical test before they can obtain the Singapore class 4 or 5 licence. No direct conversion is granted for these heavy vehicle licences.

Conversion for a higher capacity or open category motorcycle licence shall not be granted unless these documents are submitted with the application:

  1. documentary proof of proper trainings from the foreign Licensing Authority;
  2. documentary proof from the foreign Licensing Authority indicating on the capacity of the motorcycle the applicant was tested on in which it has to be signed and endorsed on;
  3. documentary proof ownership of bigger motorcycle and insurance policy indicating and the applicant must have had at least one year riding experience on the road.

We regret to say that any information or documentary proofs which are downloaded from the foreign Licensing Authority’s website will be assessed on a case by case basis.

Conversion Procedure

In order to convert your foreign licence to a Singapore driving licence, you are required to pass the Basic Theory Test (BTT). Please note that overseas theory test results are not admissible for consideration.

You may book for your Basic Theory Test (BTT) in person at any of the 3 driving schools. On passing the BTT, you may then proceed to apply for conversion. With effect from 1st February 2019, conversion must be done in person at the Traffic Police Headquarters, located at 10 Ubi Ave 3, Singapore 408865, with the relevant documents.
 Please bring along the following documents where applicable, when applying for conversion of licence:

  • Original and a photocopy of your passport and NRIC/Entry Permit & Re-entry permit/Employment Pass/Dependant Pass/Work Permit/Student Pass/Long Term Pass
  • Original and a photocopy of your valid Qualified Foreign Driving Licence
  • Fee is of $50 (Cashcard or NETS payment Only)
  • One matt finish passport-size colour photograph with white background, eyes looking straight and both ears and eyebrow visible in the photograph. There should be no headgear worn unless normally worn for religious purpose, and glasses worn should not be tinted.
  • For Malaysian licence holders, an extract from JPJ Malaysia showing information of your driving record and licence information (obtained not more than 6 months before date of conversion)
  • For Singaporeans and PR studying overseas for one year or more, please produce proof of stay in the country, e.g. educational transcripts or Letter of Acceptance by the educational institution and the relevant student visa in the passport.
  • For Singaporeans and PR employed overseas for one year or more, please produce Income Tax Returns or supporting documents from employers and the relevant employment visa in the passport.

Applicant is required to watch the Road Safety video after getting the in-principle approval from Traffic Police test counters before the application can be processed.

  • The photos must be very sharp and clear. Any photos that the authorities find to be sub standard will be rejected.
  • The size must be 3.5cms X 4.5cms and be borderless
  • You must be looking directly at the camera and your eyes should be wide open.
  • The size of your face in the photos should measure between 2.5cms to 3.5cms from the top of your heard to your chin and should be in the center of the photo.

  • The top of your shoulders must be visible in the photo.
  • Photos should be taken without hats and head covering unless these are normally worn and are a religious or cultural requirement and if they do appear in the photos, your face should not in any way be obscured.
  • If you normally wear glasses, these should be worn in the photo but there should not be any flash reflection obscuring your eyes and no part of the frame should cover your eyes. Also sunglasses and tinted lenses cannot be used.
  • No other objects such as a part of a chair or decoration items should appear in the photo.
  • The background should be white unless your hair or head covering is of that color in which case the background should in a shade of light gray dark enough to make your hair or head covering clearly visible.
  • The photo should be in a matt finish and have no creases, stain or other matters on it.

  *   Passport Photo file size should be no more than 60KB
  *   Jpeg compression will be needed to achieve above file size
  *   514 x 400 pixels is the size specified by Singapore Passport Agencies
